Job Purpose
The Operations Officer (Talent Management & Capacity Building) will support the global operations community, focusing on field offices. This role is crucial for building operations talent management and technical capacity, strengthening the operations community of practice, and ensuring talent management activities are prioritized and implemented across Regional and Country Offices. The incumbent will collaborate closely with operations staff and management to enhance recruitment processes, develop talent pools, and facilitate technical capacity building initiatives, ultimately contributing to the efficient and effective operations of UNICEF worldwide.
Responsibilities
The Operations Officer will support operations recruitment by engaging with regional and country office leadership to improve recruitment speed and outcomes, organizing logistics for recruitments including Generic Vacancy Announcements (GVAs), and preparing technical clearances. The role involves analyzing recruitment needs and candidates, conducting reference checks, and updating Operations Talent Groups with diverse representation. In talent management, the officer will monitor staffing reports, provide technical support for talent group development, and collaborate with DHR to source qualified candidates globally, with a focus on female representation. Feedback on GVAs will be gathered and analyzed for process improvement. For technical capacity building, the officer will act as a focal point for updating operations technical courses, producing progress reports on the Operations Learning Strategy, and analyzing technical knowledge gaps to propose solutions. Logistics for course development and revision will be managed, and support will be provided for building the operations community of practice.
Work Experience
A minimum of two years of relevant professional experience in human resources, talent management, or operations support is required. Experience in an international organization or UN system is an asset.
