Job Purpose
The Investigations Officer (P-2) in Nairobi will support the Investigations Service in planning, organizing, and conducting investigations into allegations of misconduct and other wrongdoing affecting UNICEF. This includes handling sensitive and complex matters such as Sexual Exploitation and Abuse (SEAH) and Sexual Harassment, adhering to victim-centered principles. The role involves assisting in day-to-day operational and specialized activities to ensure the smooth functioning of the investigations section. The incumbent is accountable for applying administrative rules, investigative procedures, and evidentiary standards to support thorough, accurate, and timely investigative work, which in turn enables appropriate management, disciplinary, administrative, or referral actions, ultimately contributing to accountability and the protection of UNICEF's integrity and resources.
Responsibilities
Participate in investigation teams, assisting in the planning, organization, and conduct of investigations into alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, abuse of authority, retaliation, harassment, sexual exploitation and abuse (SEAH), or other violations of UN and UNICEF regulations and policies. Conduct and support interviews, obtain statements, review documentation, and analyze information and evidence. Search for, gather, record, and preserve potential evidence, including electronic formats, ensuring proper chain of custody and handling procedures. Assist in determining if matters involving potential fraud, corruption, or other illegal conduct warrant referral to national authorities. Conduct research on assigned issues using investigation files and alternative sources to establish facts, identify relevant provisions, and support the drafting of findings and analysis. Participate in field missions for investigations, including sensitive interviews and evidence gathering. Draft or contribute to investigation reports, closure reports, memoranda, interview records, and other related documentation. Assist with post-investigation tasks such as case closure, evidence management, referrals, and preparing materials for disciplinary or administrative actions. Draft, edit, and finalize correspondence, reports, and briefing notes related to investigation work. Perform other duties as required.
Work Experience
A minimum of two (2) years of relevant work experience in legal activities or investigations into fraud, abuse of authority, mismanagement, harassment, retaliatory actions, sexual exploitation, or similar areas.
