Job Purpose
The Contracts Officer, under the supervision of the Contracts Specialist, plays a crucial role in supporting the planning, development, and execution of procurement strategies specifically for Information and Communication Technology (ICT) goods and services. This position is instrumental in ensuring the timely and compliant procurement of essential digital solutions, connectivity services, cloud-based services, software, ICT infrastructure, and related managed services. The incumbent will manage end-to-end procurement activities, encompassing procurement planning, thorough market research, the development of solicitation documents, meticulous bid evaluations, effective supplier negotiations, and comprehensive contract administration and management of institutional contracts and Long-Term Agreements (LTAs). A key aspect of this role involves close collaboration with internal stakeholders, country offices, and external partners to enhance procurement effectiveness and achieve optimal value for money, thereby contributing to UNICEF's mission to serve children worldwide.
Responsibilities
The Contracts Officer is responsible for reviewing procurement requirements and requisitions to ensure they are complete, of high quality, and compliant with UNICEF's policies and procedures. This includes supporting the development of comprehensive procurement plans and sourcing strategies tailored for ICT goods and services. The role involves conducting detailed market research and vendor outreach to identify qualified suppliers and emerging technologies relevant to UNICEF's operational needs. The incumbent will assist in preparing and reviewing critical documents such as Statements of Work (SOWs), Terms of Reference (TORs), and technical specifications. Undertaking procurement activities for ICT-related goods and services in strict accordance with UNICEF Financial Rules and Regulations and public procurement principles is a core duty. The officer will lead or support solicitation processes, including the preparation of tender documents, evaluation of proposals, supplier clarifications, and contract negotiations. Preparing submissions for the Contracts Review Committee (CRC) and supporting the establishment and management of institutional contracts and Long-Term Agreements (LTAs) are also key accountabilities. Monitoring supplier performance and supporting contract administration activities, including amendments, renewals, and compliance monitoring, are essential. The role also involves contributing to risk assessments and providing advice on mitigation measures related to procurement and supplier management, as well as supporting collaboration initiatives with UN agencies and external partners to maximize efficiency and value for money. Maintaining accurate procurement records and filing systems in accordance with UNICEF procedures and performing any other assigned duties are also part of the responsibilities.
Work Experience
A minimum of 2 years of relevant work experience in Supply Management, ICT procurement, procurement processes, contract administration, contract management, vendor management, sourcing strategies, supplier performance management, risk management, or data management.
