The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, requiring strong coordination, adaptability, and cultural sensitivity to support effective response efforts.
Job Purpose
The People and Culture Officer will support the Country Office emergency response scale-up through targeted People & Culture surge support needs. This role is crucial for ensuring that UNICEF's human resources are effectively managed during a critical public health crisis. The incumbent will work under the supervision of the Chief People & Culture and in close collaboration with the People & Culture Specialist, P-3, to address immediate staffing requirements and provide essential HR support. This position is vital for maintaining operational capacity and ensuring the well-being of staff engaged in the emergency response, contributing directly to UNICEF's mission of protecting children's rights and potential.
Responsibilities
Support the Country Office emergency response scale-up through targeted People & Culture surge support needs. Assist in the recruitment, onboarding, and management of surge personnel, ensuring compliance with UNICEF policies and procedures. Provide guidance and support to staff on HR-related matters, including contract management, performance management, and entitlements. Contribute to the development and implementation of HR strategies and initiatives to support the emergency response. Maintain accurate HR records and ensure data integrity. Collaborate with other UN agencies and partners on HR coordination in the emergency context. Assist in managing HR aspects of staff well-being and safety in a challenging operational environment. Support the Chief People & Culture and People & Culture Specialist in various HR functions as required, ensuring efficient and effective HR service delivery. Contribute to fostering a positive and inclusive work environment, promoting UNICEF's core values and competencies. Ensure timely processing of HR transactions and provide support for payroll and benefits administration for surge staff.
Work Experience
Two years of professional experience in human resource management in an international organization and/or large corporation is required.
