Job Purpose
Reporting to the Immunization Specialist and under the Chief of Health & Nutrition's guidance, the Social & Behavior Change (SBC) Officer (P-2) is responsible for designing, managing, monitoring, and evaluating evidence-based, inclusive, and innovative SBC strategies to support the country programme in Angola. This role is crucial for implementing context-specific strategies focused on strengthening community engagement and participation mechanisms to reach zero-dose and under-immunized children, aligning with Gavi 6.0 priorities. The officer will build the capacity of government counterparts from the National Immunization Programme (NIP) in developing and institutionalizing best practices, facilitating knowledge exchange, and providing technical assistance for new SBC methods. The position supports the NIP in designing, piloting, and scaling an evidence-based national SBC package to embed demand promotion for improved immunization outcomes, contributing to the Sustainable Development Goals agenda.
Responsibilities
The SBC Officer will promote continuous learning and scaling up of SBC strategies in both development and humanitarian contexts. This includes contributing to the development and institutionalization of best practices, facilitating experience exchange, and providing technical assistance for new SBC methods. The role involves coordinating SBC capacity needs assessments and developing capacity-strengthening plans aligned with national and Gavi 6.0 priorities, offering technical support and capacity building to government counterparts within a system strengthening strategy. The officer will identify, design, and organize SBC training materials and opportunities for the Ministry of Health, focusing on new approaches like behavioral analysis, insights, human-centered design, social listening, and social accountability mechanisms. They will utilize and adapt existing UNICEF learning resources to build SBC capacity among implementing partners and relevant government and non-government counterparts, facilitating the documentation, exchange, and uptake of best practices and lessons learned in SBC for immunization. Additionally, the officer will generate and utilize behavioural research, data, and evidence to inform program design, measurement, and monitoring, focusing on equity, zero-dose, and under-immunized children. This includes supporting the Ministry of Health and NIP in designing and implementing situation analyses and formative research to identify social and behavioral drivers, assisting in the use of data for targeting high-risk populations, and promoting SBC approaches like human-centered design to improve service uptake.
Work Experience
A minimum of two years of professional experience in Social and Behavior Change (SBC) communication, public health, or a related field, with experience in designing, implementing, and monitoring SBC strategies. Experience in immunization programmes is an asset.
