Job Purpose
The Risk & Compliance Analyst's primary purpose is to safeguard UNFPA's integrity, resources, and reputation by de-risking operations. The role balances high-level strategic oversight with "last-mile" field validation to ensure that all resources reach their intended destinations without diversion through fraud or mismanagement. By implementing effective risk mitigation measures, the incumbent contributes to the efficient and accountable delivery of life-saving supplies and services, aligning with UNFPA's strategic goals and the Sustainable Development Goals.
Responsibilities
The Risk & Compliance Analyst provides strategic partnership governance and HACT oversight, supporting the Deputy Representative and acting as Secretary to the Partnership Review Committee. This includes managing the end-to-end selection process for partners, ensuring PSEA assessments and justifications are sound, and contributing to the annual HACT assurance plan. The role involves analyzing cash transfers, reporting on outstanding Direct Cash Transfers, and ensuring budgets are segmented for Value for Money. Additionally, the incumbent tests internal controls for high-risk processes, supports the Enterprise Risk Management (ERM) process, and conducts quarterly reviews of system access roles. Suspicions of fraud, waste, or abuse are documented and referred to OAIS. Enhanced due diligence on potential partners is conducted, and "cascading risks" in sub-contracting chains are monitored. Field missions are undertaken for compliance spot checks and "last-mile" validations of supplies. The role also involves designing and delivering training on financial management, procurement, and fraud prevention for staff and partners.
Work Experience
A minimum of two years of professional experience in risk management, internal audit, or compliance is required. Demonstrated understanding of the HACT framework, COSO internal control standards, and the UN Partner Portal (UNPP) is essential. Experience working in non-permissive or high-risk humanitarian environments, particularly in East Africa or South Sudan, is a significant advantage. Proven ability to analyze complex financial data and identify patterns of irregularity or systemic risk is necessary. Work experience in a humanitarian context is an added advantage.
