Organizational Context

The UNESCO Human Resources Management Bureau is responsible for developing, leading, and coordinating the implementation of UNESCO's Human Resources Strategy. It collaborates closely with Member States, management, and staff to ensure a diverse, highly qualified, and dedicated global workforce capable of executing UNESCO's mandate. The Bureau provides strategic HR support by developing and recommending policies, programs, and initiatives, and is responsible for essential operational activities that support the Organization's programs and staff well-being.

Job Purpose

The Director of the Human Resources Management Bureau (DIR/HRM) leads and coordinates the delivery of human resources management services across the entire Organization. This role involves providing expert advice and support to management on a wide range of HR matters, contributing to the development and implementation of HR policies, programs, and initiatives aligned with organizational priorities and operational needs. The Director oversees integrated HR services, including workforce planning, recruitment, learning and development, and performance management, ensuring effective and consistent policy application. A key aspect is promoting HR's importance for overall organizational performance through innovative policies and practices, fostering a culture of excellence, accountability, and continuous improvement.

Responsibilities

The Director will provide guidance and support to management on all human resources matters and emerging issues, promoting best practices and supporting initiatives for a values-based institutional culture, work-life balance, well-being, gender equality, and staff development. This includes leading the design, development, implementation, and communication of the UNESCO Human Resources Strategy, policies, programs, and initiatives to meet evolving organizational needs and supporting organizational change and HR reform. The Director will lead the design and implementation of an integrated talent management framework, covering workforce planning, recruitment, learning and development, and performance management, ensuring synergy and efficiency. They will also provide expert advice to senior management, communicate strategic insights on workforce trends, and lead a team of HR professionals, setting clear objectives, monitoring performance, and fostering collaboration. Managing the Bureau's work program and budget, ensuring efficient resource allocation and coordination, and building productive relationships with internal and external stakeholders are also key responsibilities. The Director will represent the Organization in various UN bodies and staff-management meetings.

Work Experience

A minimum of 15 years of progressively responsible experience at the national or international level in human resources, public or business administration, or a related field is required, with a significant portion in leadership positions. Experience in leading reform projects or programs and implementing organizational transformations is essential. Experience in high-level international positions within the UN system or comparable organizations is desirable.

Skills

Strong leadership and management skills with proven flexibility in analyzing complex HR issues. Excellent judgment and decision-making abilities, with strong analytical and negotiation capabilities. Deep understanding and practical experience in HR management, including knowledge of HR theories and general concepts. Proven ability to motivate, administer, and manage large teams with diverse HR functions. Excellent interpersonal skills, with the ability to manage relationships at all organizational levels and work effectively in a multicultural environment with objectivity, impartiality, tact, and respect for gender equality and diversity. Fluency in English or French, with the ability to work in the other language, is required. Knowledge of other official UNESCO languages is desirable.
