Organizational Context

The Bureau of Human Resources Management is tasked with developing, leading, and coordinating UNESCO's Human Resources Strategy. It collaborates with Member States, senior management, and personnel to ensure a diverse, skilled, and committed global workforce capable of fulfilling the Organization's mandate. The Bureau provides strategic HR support, develops and implements HR policies, and manages operational services essential for program delivery and staff well-being.

Job Purpose

The Director of the Bureau of Human Resources Management, reporting to the Assistant Director-General for Administration and Management, leads and coordinates all HR services across UNESCO. This role involves providing expert advice to senior management on HR matters, contributing to policy development, and overseeing integrated HR functions such as workforce planning, recruitment, learning and development, and performance management. The Director is responsible for ensuring the effective and consistent application of HR policies, fostering a client-oriented service culture, and promoting HR's importance for organizational performance. The position also entails managing HR reform initiatives, cultivating a culture of excellence and accountability, and driving continuous improvement throughout the Organization.

Responsibilities

The Director provides guidance and support to senior management on all human resources matters and emerging issues, promoting sound HR practices and fostering a values-based workplace culture that supports well-being and gender equality. Responsibilities include leading the formulation, development, implementation, and communication of UNESCO's Human Resources Strategy, policies, and initiatives, ensuring alignment with organizational needs and supporting change management. The Director will lead the design and implementation of an integrated talent management framework covering workforce planning, recruitment, learning and development, and performance management, embedding diversity targets. Expert advice on HR policy implementation and provision of critical business intelligence on workforce trends are key. The Director will lead a team of HR professionals, manage the Bureau's work program and budget, foster collaboration, and build productive relationships with internal and external stakeholders. Representation in joint staff-management meetings and UN forums is also required.

Work Experience

A minimum of 15 years of progressive professional experience at the national or international level in human resources, public or business administration, or a related field is required, with a significant portion at a managerial level. Experience in leading change projects or organizational transformation is essential. Senior-level assignments within the UN system or similar international organizations and experience in multicultural environments are desirable.

Skills

Strong managerial and leadership skills are essential, along with excellent judgment, decision-making, analytical, and negotiation abilities. A thorough understanding of HR management, HR theory, and general management concepts is required. Proven ability to motivate, administer, and manage a large, diverse staff is crucial. Excellent interpersonal skills for managing relationships at all levels and working in multicultural environments are necessary. Knowledge of UNESCO's mandate, vision, and strategic priorities, along with political sensitivity, is important.
