Organizational Context
Within UNESCO's Sciences Sector, The World Academy of Sciences (TWAS) promotes international scientific cooperation for peace and sustainable development. Its core objectives include recognizing and supporting scientific excellence in developing countries, enabling scientists to advance their careers, addressing the needs of young scientists, promoting gender equality in science, facilitating scientific networks, and encouraging North-South and South-South cooperation. TWAS also focuses on promoting research to tackle major challenges faced by developing nations.
Job Purpose
The Executive Director, under the authority of UNESCO's Assistant Director-General for Sciences and guidance from the TWAS Steering Committee and Council, leads the Academy in its mission to foster scientific excellence for sustainable development in the Global South, aligning with Agenda 2030. This role involves providing strategic direction for research in developing countries, enhancing North-South and South-South cooperation among scholars, and positioning TWAS as a hub for ideas and foresight. The Director is also responsible for developing innovative proposals that bridge research, policy, and practice, contributing to public policy development.
Responsibilities
The Executive Director provides intellectual, strategic, and operational leadership for the development, management, planning, and execution of TWAS's international scientific cooperation programs. This includes overseeing staff, implementing program activities, preparing reports and budgets for governing bodies, and coordinating with associated organizations like OWSD and the Interacademy Partnership. The role involves developing synergies with UNESCO's science programs, exploring joint initiatives, and creating innovative approaches for South-South cooperation and new scientific networks. Strategic leadership in resource mobilization and serving as secretary to TWAS governing bodies are also key responsibilities. The Director must ensure alignment with UNESCO policies and the approved Programme and Budget.
Work Experience
A minimum of 15 years of progressive professional experience in scientific research and administration, including international assignments, is required. Demonstrated leadership in a scientific setting, experience in human resources and finance management, successful fundraising, and experience in international relations and multilateral cooperation are essential.
Skills
Strong knowledge of UNESCO's mandate and science policies, coupled with an understanding of international development in science and innovation. Proven ability to build partnerships, provide scientific leadership, manage diverse teams in multicultural environments, and communicate effectively. Excellent judgment, analytical, and negotiation skills are crucial, along with the ability to identify strategic issues and understand the science and technology needs of developing countries.
