Organizational Context
The Director of the Budget Management Division reports to the Assistant Director-General for Administration and Management. This role is crucial for ensuring the efficient and effective administration of UNESCO's budget, providing rigorous controls, monitoring, and reporting. The Director offers strategic guidance on all budgetary matters to senior management and stakeholders, including Category 1 institutes.
Job Purpose
The Director of the Budget Management Division is responsible for managing the Organization's budget in accordance with governing body decisions. This includes defining budgetary policies and procedures to ensure timely and cost-effective service delivery. A key function is the preparation of UNESCO's Programme and Budget (C/5 document), requiring close collaboration with strategic planning, programme sectors, and other entities. The Director ensures that budget management mechanisms align with financial regulations, promoting a coordinated approach to budget preparation, execution, and monitoring, adhering to established best practices and implementing appropriate risk mitigation measures.
Responsibilities
Manage the overall implementation of the Division's work program, ensuring efficient task distribution, coordination, and effective communication. Oversee the Division's operational efficiency and implement performance-enhancing practices. Develop and implement a budget forecasting methodology, regularly updating assumptions. Coordinate the preparation of UNESCO's Programme and Budget (C/5) document in consultation with relevant divisions and sectors. Ensure effective budget execution management, monitoring, and reporting, providing analytical information to management and governing bodies. Establish an effective risk management and control framework for budget processes, identifying risks and proposing mitigation strategies. Implement efficient mechanisms for managing budget allocations, commitments, and expenditures, and oversee monthly reporting on budget status. Ensure effective communication with stakeholders on budgetary matters and oversee training initiatives. Ensure budget management complies with financial regulations and administrative rules, promoting consistent interpretation and application across the Organization. Initiate revisions of budgetary policies and procedures to enhance efficiency and foster a strong internal control culture.
Work Experience
A minimum of fifteen (15) years of relevant professional experience in accounting, finance, internal control, or related areas, with at least seven (7) years at the international level. Extensive experience in managing and overseeing results-based budgeting (RBB) frameworks, strategic planning, and performance monitoring systems is required.
Skills
Proven experience in managing and strategically guiding large, multidisciplinary teams in complex organizational environments. Demonstrated ability to drive organizational change, strengthen governance frameworks, and align resources with institutional priorities. Strong analytical, policy development, and reporting skills. Excellent communication, presentation, and influencing abilities. Profound knowledge of RBM, institutional risk management, and RBB implementation. Proficiency in Microsoft Office and digital tools.
