Organizational Context
The Division of Strategic Planning and Intersectorality (DSI) at UNESCO leads strategic planning and programming efforts. It promotes innovative approaches through foresight and think-tank functions, contributing to the organization's strategic positioning within the UN system. DSI aims to enhance UNESCO's capacity for impact monitoring and reporting, refine programming tools and standards, and foster coherent, intersectoral, and results-oriented program execution.
Job Purpose
The Director of the Division of Strategic Planning and Intersectorality is responsible for the overall direction and management of the Division. This includes coordinating strategic planning, program monitoring, and intersectoral execution in alignment with UNESCO's Medium-Term Strategies, current Programme and Budget, and the 2030 Agenda for Sustainable Development. The role involves liaising with Deputy Directors-General and heads of field offices and institutes to ensure strategic coherence and effective program delivery. The Director will drive the application of results-based management principles throughout planning and programming processes, ensuring accountability and efficient resource utilization.
Responsibilities
The Director will oversee the global management of the Division, including all its resources. Key responsibilities include coordinating strategic planning, program monitoring, and intersectoral execution for the organization's overall strategy and program. This involves developing and reporting on strategic objectives, outcomes, and outputs, and establishing impact and performance indicators. The Director will coordinate strategic planning processes throughout the budget cycle, including the development of the Medium-Term Strategy and Programme and Budget. They will lead and promote results-based management, enhance project and program implementation and monitoring with quality control mechanisms, and foster program coherence and intersectoral action. The role also involves contributing to reports for governing bodies, providing strategic advice for UN joint programming, and participating in inter-agency activities.
Work Experience
A minimum of fifteen (15) years of professional experience at progressively responsible levels in strategic planning, program development and management, coordination, and evaluation. This includes significant regional and/or international experience, proven experience in reform initiatives and change management leadership, and experience in complex negotiations and representing organizations at the international level.
Skills
Strong leadership and management skills, objectivity, analytical abilities, professional integrity, and diplomacy. Ability to exercise intellectual leadership and strategic writing. Understanding of results-based management principles and experience in coordinating large-scale programs. Knowledge of general management practices, UN system experience, and familiarity with the 2030 Agenda for Sustainable Development. Excellent interpersonal and communication skills, with proven ability to represent the organization effectively.
