Organizational Context
The UNDP Regional Bureau for Asia and the Pacific (RBAP) supports 36 countries through its Country Office Support and Quality Assurance (COSQA) Unit. The Operational Effectiveness & Compliance (OE&C) Team within COSQA focuses on resource management, financial oversight, and risk mitigation. This role contributes to OE&C's quality assurance and oversight actions, enhancing regional and country office management performance.
Job Purpose
The Procurement Analyst, under the supervision of the Procurement Specialist, supports the Operations Effectiveness and Compliance (OE&C) Team in RBAP. The role ensures regional oversight, quality assurance, and procurement compliance. It also provides technical support for transactional procurement, develops Bangkok-based LTAs, and automates workflows. The position aims to bridge regional compliance with local operational delivery, fostering a collaborative approach to enhance development results and impact across the Asia-Pacific region.
Responsibilities
Ensures procurement activities comply with UN/UNDP rules and regulations, implementing effective internal controls and monitoring processes. Supports quality assurance reviews of procurement operations and provides on-demand services to country offices. Contributes to developing regional framework agreements and vendor rosters by analyzing cost-saving strategies. Coordinates the development and implementation of procurement strategies, including contract and sourcing strategies. Provides advice and support for procurement plans, identifies bottlenecks, and offers technical expertise for complex projects. Assists the Operations Support Team with transactional procurement, compliance checks, and system follow-ups. Facilitates knowledge sharing by organizing training events, providing specific procurement training, and synthesizing lessons learned.
Work Experience
A minimum of two years of relevant paid working experience in public sector procurement management (with a Master's degree) or four years (with a Bachelor's degree) is required. Experience with computer software packages and web-based management systems is necessary. Knowledge of ERP systems is desirable.
