JPO - Policy Analyst, Effective Development Cooperation
Organizational Context
The United Nations Development Programme (UNDP) operates in 166 countries, supporting governments in policy development and institutional strengthening to achieve the 2030 Agenda for Sustainable Development. The Effective Development Cooperation Team, within the Bureau for External Relations and Advocacy, provides policy and technical support on development effectiveness. This role supports the Global Partnership for Effective Development Co-operation (GPEDC), a multi-stakeholder initiative focused on maximizing development cooperation effectiveness.
Job Purpose
This Junior Professional Officer (JPO) role is crucial for enhancing UNDP's thought leadership in development effectiveness and its role as a partner in multi-stakeholder initiatives for the 2030 Agenda. As part of the OECD-UNDP Joint Support Team, the position supports the Global Partnership for Effective Development Co-operation (GPEDC) by leveraging UNDP's expertise in policy analysis, advocacy, data management, and knowledge sharing. The role aims to inform global policy dialogue on development effectiveness, contributing to the GPEDC's functioning through policy and data analysis, knowledge dissemination, and global project management. The incumbent will work collaboratively within UNDP and with external partners to advance development cooperation effectiveness.
Responsibilities
The role involves contributing to the rollout of the 5th Global Partnership for Effective Development Co-operation (GPEDC) monitoring round, including supporting partner country engagement and compiling country-level policy documents. Responsibilities include drafting and editing materials for GPEDC communications, producing policy briefs on development cooperation effectiveness, and contributing to the monitoring framework. The position will also support knowledge sharing, communications, and advocacy by developing substantive GPEDC materials, managing website content, drafting press releases, and supporting partner country governments in engaging with the GPEDC Work Programme. Additionally, the role provides operational and substantive support for key effectiveness fora, such as High-Level Meetings and the Busan Forum, including event preparation, logistics, and communication with stakeholders.
Work Experience
A minimum of two years of relevant paid working experience (with a Master's degree) or four years (with a Bachelor's degree) is required. This experience should involve working with large datasets on development cooperation, development partnerships, or sustainable development efforts. Experience in producing policy and programme guidance notes, and synthesizing knowledge and evidence related to effective development cooperation is also required. Experience with country-level analysis in this area, or working with international bodies, UN agencies, or multilateral organizations is advantageous.
Skills
Proficiency in policy and data analysis, knowledge management, communication, and project support. Ability to work with large datasets and synthesize information. Experience in drafting and editing documents, supporting events, and engaging with diverse stakeholders. Familiarity with development effectiveness principles and multi-stakeholder partnerships is beneficial.
