Job Purpose
The Legal Analyst will join the Programmes + Projects (P&P) Team within UNDP's Office of Legal Services (OLS). This role is crucial for providing strategic legal services and managing all legal aspects of UNDP's and UNCDF's programmes and projects. Reporting to the Senior Legal Advisor and Head of the P&P Team, the Legal Analyst will support senior management, headquarters, regional bureaus, and country offices. The position requires working within a multidisciplinary team, embracing a portfolio approach to adapt to evolving business needs and leverage cross-functional collaboration to achieve strategic goals and maximize development impact.
Responsibilities
The Legal Analyst will provide comprehensive legal advice and guidance on UNDP and UNCDF operations, focusing on programmes and projects. Key duties include drafting and negotiating programmatic agreements with development partners, advising on the design and implementation of programme initiatives, and supporting the development of new financial instruments and programmatic tools. The role involves reviewing and advising on policies and procedures, conducting legal research, and assisting with the drafting and negotiation of donor financing and partnership agreements. Additionally, the Legal Analyst will advise on matters related to the organization's status, mandate, and legal structure, including the interpretation of regulations and rules. Support will also be provided for maintaining the institutional legal system, knowledge management, and conducting research. This includes reviewing and negotiating commercial contracts for goods and services, and assisting in the resolution of contractual claims and disputes.
Work Experience
A minimum of 2 years of legal practice experience is required with a Master's degree, or 4 years with a Bachelor's degree. Experience should be with a law firm, government, or international organization. Experience with the UN system, its legal framework, and international organizations' privileges and immunities is desired.
Skills
Legal analysis and writing skills, legal advocacy and presentation skills, knowledge of applicable UN and UNDP legal frameworks, understanding of privileges and immunities, systems thinking, and portfolio management are essential. Proficiency in English is required, with French or Spanish being an asset.
