The position directly influences organizational effectiveness by ensuring strategic alignment between financial resources, programmatic priorities, and the Strategic Plan, while maintaining compliance with UN Financial Regulations and Rules and system-wide mandates.
Responsibilities
The Deputy Director will provide strategic leadership and direction to the Integrated Budget Management Unit, ensuring alignment with UN Women’s mandate and financial governance. Responsibilities include supporting the CFO in high-level representation within inter-agency finance networks, representing UN Women before oversight bodies, and providing strategic briefings to the Executive Leadership Team. The role involves developing and updating policies, procedures, and guidance for resource planning, budgeting, and cost recovery, and ensuring institutional adherence. Key duties also include overseeing the development of Resource Planning Frameworks, directing the preparation of the Programme Budget and Integrated Budget, and providing corporate oversight of resource planning and management processes. The incumbent will lead analytics, monitoring, and reporting on budgetary resources, manage financial risk, and oversee compliance. Additionally, the role includes leading innovation in resource management, fostering a culture of learning, and managing personnel to ensure effective teamwork and a respectful work environment. The position also entails office leadership for the Bonn Global Office, including coordination, representation, and administrative liaison.
Work Experience
Requires a minimum of 15 years of progressively responsible experience in financial planning, budgeting, and resource management in large, complex international organizations, with at least 5 years at a senior management level. Demonstrated experience managing budgets and providing strategic financial leadership in multi-stakeholder environments is essential. Proven track record of representing organizations before governing bodies on budgetary matters is required. Experience in the UN Common System or similar multilateral organizations is highly desirable, as is experience leading organizational change initiatives related to financial systems. Strong analytical and strategic planning capabilities, including financial modeling, and experience leading and coaching teams are also required.
