Organizational Context

UN Women's China Country Office (CO) operates under the China/United Nations Sustainable Development Cooperation Framework (UNSDCF) and national priorities for gender equality. The office supports normative standard-setting, UN coordination, and implements programs focused on women's economic empowerment, ending violence against women and girls, and fostering south-south cooperation to achieve SDG 5. The Head of Office collaborates with government, private sector, and civil society, reporting to the Regional Director and working with the UN Resident Coordinator.

Job Purpose

The Head of Office is responsible for leading and managing UN Women's China Country Office program portfolio in alignment with the UNSDCF and UN Women's Strategic Plan. This involves guiding UN Women's partnership with the Government of China to advance gender equality and women's empowerment. The role requires developing effective partnerships with government, UN agencies, civil society, and donors to promote inter-agency collaboration, support UN reform, and mobilize resources. The Head of Office provides strategic advice, ensures quality programming, and oversees operational management, contributing to the achievement of national priorities and Sustainable Development Goal 5.

Responsibilities

The Head of Office is responsible for strategic country program planning and development, including setting the CO's strategic direction and leading the design and formulation of the Country Strategic Note. They will manage the CO's operations, finalize annual work plans and budgets, and oversee implementation, resource allocation, and compliance. The role involves providing managerial direction, leadership, and ensuring effective workforce planning and performance management. The Head of Office will serve as a member of the UN Country Team (UNCT), collaborating with the UN Resident Coordinator to integrate gender equality into UN programming and advocacy. They will represent UN Women in various forums, build high-level partnerships, and lead advocacy strategies for gender equality. Additionally, the Head of Office will manage resource mobilization strategies, oversee knowledge management, innovation, and capacity building, and ensure the safety and security of personnel and assets.

Work Experience

A minimum of 15 years of progressively responsible development experience, including strategic and managerial leadership at the international level, is required. Experience in gender and women's issues programming, preferably within the UN system or similar international organizations in developing countries, is essential. Field experience with multicultural teams, leadership and coaching of staff in international settings, and proficiency in computer and office software packages are also required. Experience with ERP systems like Oracle Cloud is desirable. Fluency in English is required, and knowledge of another official UN language is desirable.
