Associate Human Resources Officer
Organizational Context
The International Civil Aviation Organization (ICAO) seeks an Associate Human Resources Officer within its Human Resources Branch. This role is pivotal in managing the HR work program, coordinating planning, and implementing key HR initiatives. The position reports to the Deputy Director, Human Resources, and supports senior management and governing bodies.
Job Purpose
The Associate Human Resources Officer plays a critical role in the overall management of the HR work program at ICAO. This includes coordinating planning activities and implementing major HR initiatives, such as the ICAO People Strategy and digital transformation. The role provides substantive support for preparing HR papers and reports for senior management and governing bodies, responding to surveys, and managing HR projects. The incumbent also conducts research, analysis, and contributes to change management initiatives, ensuring alignment with organizational objectives and best practices. The position requires minimal supervision on regular assignments, with the incumbent identifying priorities and appropriate approaches.
Responsibilities
Coordinate the planning and implementation of major HR initiatives and projects, including contributing to project management, providing guidance on HR strategies, and supporting the ICAO People Strategy and digital transformation. Provide advice and substantive support for the HR Branch's execution, including inputting into business plans, analyzing HR reports, and drafting work plans. Coordinate the preparation of HR-related working papers, briefs, and reports for governing bodies, conduct research, and prepare analytical reports. Conduct research on relevant HR topics, critically review information systems and processes, and prepare analytical content for reports. Draft and coordinate responses to audit queries and survey questions from international bodies. Perform other related duties as assigned.
Work Experience
A minimum of two years of relevant experience in human resources management, administration, or a related field is required. Experience in report preparation, policy analysis, handling confidential matters, and using ERP systems is essential. Experience in an international organization or the UN system is desirable.
