Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. The Corporate Services Division (CSD) safeguards UNEP's corporate interests, mitigates risk, and provides management support. This role is based at UNEP Headquarters in Nairobi, reporting to the CSD Director.
Job Purpose
This role serves to enhance the impact and effectiveness of the Corporate Services Division (CSD) and UNEP by advising and assisting the Director on technical and functional matters. The incumbent will oversee programmatic and administrative tasks, including strategic advisory functions related to budget preparation, financial management, resource management, donor relations, and workforce planning. A key responsibility is leading secretariat services for the Budget Steering Committee, ensuring effective resource allocation and monitoring. The role also involves reviewing financial rules, representing UNEP in inter-agency financial networks, and managing staff development and team performance to foster collaboration and efficiency across the division.
Responsibilities
Provide technical and functional advice to the Director to enhance divisional and UNEP effectiveness. Oversee programmatic and administrative tasks, including strategic advice on budgets, financial management, resource management, and donor relations. Lead secretariat services for the Budget Steering Committee, advising on resource projection, allocation, and utilization. Review UNEP's Financial Rules for alignment with UN regulations. Represent UNEP in inter-agency financial networks. Lead and supervise the organization of meetings and seminars. Manage, develop, and train staff, fostering teamwork and communication. Support the review and redesign of inter-divisional processes for efficiency and internal control. Ensure high-quality outputs and compliance with mandates. Develop and review processes for work program preparation, prioritization, and resource allocation. Coordinate the preparation of reports for intergovernmental bodies and engage with stakeholders to support UN reform and strategic alliances. Lead data analysis efforts for planning and decision-making.
Work Experience
A minimum of 15 years of progressive experience in financial management, administration, budget management, and internal controls is required, including leadership roles. This includes 10 years managing implementing partners, trust funds, and financial reviews, adhering to UN financial regulations. Five years of experience leading organization-wide financial strategies and change management initiatives, particularly concerning Programme Support Costs, is also required. Ten years of experience supervising multidisciplinary teams in budget and financial management is necessary.
