Organizational Context
The International Trade Centre (ITC) aims to transform trade and change lives by enabling trade-led economic development, particularly in the Global South. This role is within the Division of Market Development (DMD), specifically the Strategies and Policy for Trade and Investment (SPTI) Section. SPTI supports business organizations and policymakers by ensuring a well-informed business perspective influences trade and investment negotiations, policies, and regulatory reforms. The position focuses on supporting designated projects.
Job Purpose
The Associate Programme Officer will support the development, implementation, and monitoring of designated trade and investment policy-related programmes and projects under the direct supervision of the Programme Officer and overall supervision of the Senior Officer. This involves assisting key clients, monitoring project progress, analyzing specific aspects of development and implementation, reviewing documents, identifying issues, and recommending corrective actions. The role also includes providing assistance for policy coordination and evaluation, participating in research, and supporting consulting assignments by facilitating workshops and developing action plans. Furthermore, the officer will assist with survey initiatives, regulatory reviews, and contribute to various written outputs such as background papers and reports. Administrative and substantive support for workshops, trainings, and meetings, including participation in field missions for data collection, are also key functions.
Responsibilities
Assist clients in the development, implementation, and evaluation of trade and investment policy programmes and projects. Monitor and analyze programme/project development and implementation, review relevant documents, identify issues, and recommend corrective actions. Liaise with relevant parties and track follow-up actions. Provide assistance for policy coordination and evaluation, including reviewing emerging issues and trends, and participating in research and studies. Support consulting assignments by planning workshops and developing client action plans. Assist with survey initiatives, design regulatory reviews and assessments, analyze responses, and prepare preliminary conclusions. Contribute to written outputs like background papers, analytical notes, and reports. Provide administrative and substantive support for workshops, trainings, and meetings. Participate in field missions, offering substantive and administrative support and collecting data. Perform other duties as required.
Work Experience
A minimum of two years of relevant experience in project/programme management is required (four years if holding a first-level university degree). Experience in trade and investment policy, particularly trade in services, is desirable. Experience implementing technical assistance projects in Asia, Africa, Eastern Europe, and Latin America, and experience in proposal design for trade-related technical assistance projects are also desirable.
