Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides critical support to various Haitian security forces and international bodies, including the Gang Suppression Force, BINUH, HNP, and OAS. This D-1 level Chief of Service, Supply Chain Management role is based in Port-au-Prince, a non-family duty station, and reports directly to the Director of Mission Support. Job Purpose
The Chief of Service, Supply Chain Management is responsible for the comprehensive oversight, planning, guidance, and coordination of all supply chain activities within UNSOH. This encompasses acquisitions, procurement, warehousing, asset and inventory management, business intelligence, transportation, and distribution. The role ensures the efficient and cost-effective delivery of supply chain services, aligning with mission objectives and operational changes. Key functions include developing and implementing work plans, optimizing processes, establishing performance indicators, managing staff, and ensuring adherence to UN regulations. The position provides strategic advice to senior leadership and collaborates with various stakeholders to support mandate implementation and operational requirements.
Responsibilities
The Chief of Service, Supply Chain Management is accountable for the overall management of supply chain activities, including planning, guidance, and coordination across acquisitions, procurement, warehousing, asset and inventory management, business intelligence, transportation, and distribution. Responsibilities include developing and implementing supply chain work plans, optimizing processes for efficiency and cost-effectiveness, and establishing performance indicators. The role involves managing human, financial, and material resources, ensuring good order and discipline among staff, and providing strategic advice to the Director of Mission Support. Additionally, the incumbent is responsible for budget management, establishing robust policies and procedures, and acting as a Certifying Officer for the supply chain budget. Collaboration with UN headquarters, regional centers, national authorities, and mission components is essential for coordinated support and effective mandate implementation.
Work Experience
A minimum of fifteen years of progressive experience in at least three supply chain management functions (e.g., procurement, logistics, warehousing, asset management) is required. This includes at least five years of management experience in supply chain operations, with three years in an international setting. Experience in complex environments and leading change initiatives is desirable.
