Resident Coordinator (Eritrea)

Organizational Context

The UN Resident Coordinator system, established by General Assembly resolution 72/279, coordinates UN development system entities at the country level. The Resident Coordinator (RC) is the UN's highest-ranking representative, leading UN Country Teams to ensure accountability for the UN Sustainable Development Cooperation Framework and coordinate support for the 2030 Agenda. The RC reports to the Secretary-General and the host government, focusing on sustainable development and poverty eradication.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to implement the UN Sustainable Development Cooperation Framework and coordinate UN support for the 2030 Agenda. This role involves representing the UN at the highest state levels, fostering engagement with diverse national and international partners, and advocating for Sustainable Development Goals (SDGs). The RC ensures system-wide accountability, supports agency-specific goals, and promotes UN Charter values, human rights, and gender equality. They also facilitate strategic partnerships, knowledge sharing, and resource mobilization to advance sustainable development, innovation, and effective communication of UN efforts. In specific contexts, the RC may also coordinate security, humanitarian responses, and integrate UN efforts with peacekeeping missions.

Responsibilities

Key responsibilities include representing the UN at the highest levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. The RC leads the UN Country Team in developing and implementing the UN Cooperation Framework, coordinating system-wide support, and mitigating risks to SDG achievement. They advocate for UN values, human rights, and gender equality, and build strategic partnerships at national and sub-national levels. The role involves identifying and leveraging UN system expertise for shared results, overseeing country financing instruments, and pursuing funding for joint initiatives. The RC also leads normative agenda engagement, fosters collaboration and knowledge sharing, facilitates access to resources for innovation, and enhances strategic communication. When appointed as Designated Official, they ensure country-level security coordination. Additionally, the RC promotes staff learning, oversees collective protection strategies against exploitation and abuse, manages dual reporting systems, advances common business operations, and coordinates humanitarian responses and integration with peacekeeping missions as needed. Oversight of the Resident Coordinator's Office is also a key duty.

Work Experience

A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience, experience as a UN Designated Official for Security or similar security leadership role, and experience managing humanitarian/emergency responses are desirable.
