Organizational Context
The International Civil Service Commission (ICSC) secretariat, a subsidiary organ of the UN General Assembly, regulates and coordinates conditions of service for UN common system staff. This role, under the Executive Secretary, guides the secretariat staff in determining salaries, allowances, and related service conditions for UN personnel.
Job Purpose
This role serves as the principal resource for policy studies on remuneration for internationally-recruited staff (Professional and higher categories) and locally-recruited staff (General Service category), including budgetary impacts. The incumbent manages daily operations for travel per diem rates and allowances, directs surveys of local market conditions for salary scales, liaises with common system organizations, and assists the Commission in developing methodologies for remuneration determination and comparison. The purpose is to ensure fair and competitive compensation structures across the UN common system.
Responsibilities
Serve as the primary expert for policy studies on all aspects of remuneration for international and local staff, assessing budgetary implications. Manage daily operational tasks related to travel per diem and other allowances. Provide direction for surveys of local market conditions to establish salary scales for General Service and locally-recruited staff. Maintain ongoing liaison with common system organizations and internal secretariat divisions on remuneration matters. Support the Commission's deliberations on methodologies for determining and comparing remuneration elements.
Work Experience
A minimum of 15 years of progressive experience in international compensation matters is required, with demonstrated excellent drafting ability. Experience in human resources management and knowledge of the UN salary system are desirable.
