Organizational Context
This position is situated within the Enterprise Resource Planning Management Section (ERPMS) of the Programme Support and Management Services (PSMS) at the Regional Hub for Americas (RHA), under the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Panama. The role reports to the Regional Director in Panama, with substantive oversight from the Chief of ERPMS in Geneva.
Job Purpose
The Associate Management and Programme Analyst supports the development, implementation, and evaluation of programmes and projects, focusing on the deployment and utilization of the Umoja ERP system in field offices. This involves monitoring project progress, identifying issues, and proposing solutions. The role also contributes to communication strategies for Umoja ERP and related initiatives, developing analytical tools and performance metrics to enhance effectiveness. Additionally, the analyst supports quality assurance reviews, strategic analysis, policy development, and research activities, preparing various written outputs and providing support for meetings and outreach efforts.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes and projects, particularly supporting the Umoja ERP deployment and utilization in field offices. This involves monitoring and analyzing project progress, identifying issues, and proposing corrective actions. The role supports the creation and execution of communication strategies for Umoja ERP and related initiatives, utilizing analytical tools for performance monitoring. It also involves conducting quality assurance reviews of administrative services, providing strategic analysis of programme performance, and assisting with consulting assignments by supporting process mapping and change management. Furthermore, the analyst will research and present information, assist in policy development, design and analyze survey data, prepare written outputs, support meetings and conferences, conduct outreach and training, participate in missions, and coordinate budget and funding activities.
Work Experience
A minimum of two years of progressive experience in project/programme management, communications, or administration is required. Experience in drafting communication materials, preparing reports/presentations, and supporting outreach activities is essential. Experience with Umoja ERP training, issue tracking, client support, SAP-based ERP systems, and data analytics tools is desirable.
