ASSOCIATE MANAGEMENT AND PROGRAMME ANALYST (TJO)
Organizational Context
This position is situated within the Enterprise Resource Planning Management Section (ERPMS) of the Programme Support and Management Services (PSMS) at the Regional Hub for Asia Pacific (RHAP), under the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Bangkok. The role reports to the Regional Director in Bangkok, with substantive oversight from the Chief ERPMS in Geneva.
Job Purpose
The Associate Management and Programme Analyst supports the deployment, stabilization, and utilization of the Umoja ERP system in field offices, aligning with the Delegation of Authority framework. This involves monitoring and analyzing programme and project implementation, identifying issues, and proposing corrective actions. The role also contributes to developing and implementing communication strategies to support field offices with Umoja ERP and the Delegation of Authority initiative. This includes creating analytical tools like dashboards and reports to monitor performance and compliance, and refining strategies based on data insights. The analyst will assist in quality assurance reviews of administrative services, conduct strategic analysis of programme performance, and support consulting assignments by facilitating workshops and developing action plans for change management.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes and projects, with a focus on Umoja ERP deployment and utilization in field offices. This involves monitoring and analyzing project progress, identifying issues, and proposing solutions. The role supports the creation and execution of communication strategies for Umoja ERP and the Delegation of Authority initiative, utilizing analytical tools for performance monitoring. The analyst will conduct quality assurance reviews of administrative services, including Umoja roles and workflows, and provide strategic analysis of programme performance. Additionally, the position supports consulting assignments through process mapping, workshop facilitation, and action plan development. Responsibilities also encompass research, policy development support, survey design and analysis, preparing written outputs, supporting meetings and conferences, conducting outreach and training, participating in missions, and coordinating budget and funding activities.
Work Experience
A minimum of two years of progressive experience in project/programme management, communications, administration, business process management, or Enterprise Resource Planning (ERP) is required. Experience supporting SAP-based ERP systems (like Umoja) is essential. Desirable experience includes delivering ERP-related training, resolving operational issues, utilizing data analytics tools, and supporting ERP governance activities.
