Organizational Context

The Resident Coordinator (RC) system, established by the UN General Assembly, ensures the coordination of UN development system entities at the country level. The RC is the UN Secretary-General's highest-ranking representative, leading UN Country Teams to ensure accountability for the UN Sustainable Development Cooperation Framework and coordinate support for the 2030 Agenda.

Job Purpose

The Resident Coordinator (RC) serves as the UN Secretary-General's highest-ranking representative at the country level, leading UN Country Teams to coordinate operational development activities and ensure system-wide accountability for the UN Sustainable Development Cooperation Framework. The role is pivotal in coordinating UN support for national implementation of the 2030 Agenda, advocating for Sustainable Development Goals (SDGs), and fostering partnerships with government, civil society, and other stakeholders. The RC champions UN values, promotes human rights and gender equality, and leverages the UN system's collective expertise to advance sustainable development, leaving no one behind. This includes overseeing country financing instruments, promoting normative agendas, facilitating innovation, and enhancing strategic communication to build public support for UN efforts.

Responsibilities

Represents the UN at the highest levels, engaging with government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN Country Team (UNCT) in coordinating development operations, implementing the UN Sustainable Development Cooperation Framework, and ensuring system-wide accountability. Coordinates UN support, identifies and mitigates risks to SDG achievement, and advocates for UNCT member agencies. Contributes to context analysis and promotes UN Charter values, human rights, and gender equality. Forges strategic partnerships, advances regional collaboration, and leverages UN system expertise for shared results. Oversees country financing instruments, pursues funding for joint UN efforts, and leads engagement on the UN's normative agenda. Fosters collaboration, knowledge sharing, and innovation, facilitating access to resources. Enhances strategic communication to promote the 2030 Agenda and generates public support. Manages security coordination as Designated Official, promotes staff learning, and oversees UN common business operations. In humanitarian contexts, coordinates response efforts and links humanitarian and development programming. In conflict settings, integrates UNCT work with peacekeeping missions for peacebuilding.

Work Experience

A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Experience in humanitarian program management, disaster/emergency response, political acumen, diplomatic skills, and engaging with senior government officials is desirable.
