Organizational Context

The Resident Coordinator (RC) system, established by the General Assembly, ensures UN development system coordination at the country level. The RC, the highest-ranking UN representative, leads UN Country Teams, ensuring accountability for the UN Sustainable Development Cooperation Framework and coordinating support for the 2030 Agenda. Reporting to the Secretary-General, the RC advances sustainable development, poverty eradication, and leaves no one behind.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to coordinate operational activities for development. The role is pivotal in ensuring system-wide accountability for the UN Sustainable Development Cooperation Framework and coordinating UN support for the country's implementation of the 2030 Agenda. The RC represents the UN at the highest levels, fostering engagement with government, civil society, and partners to address national needs and advance Sustainable Development Goals. This includes leading the development and implementation of the UN Cooperation Framework, advocating for UN values, promoting partnerships, and leveraging UN system assets for collective results and impact. The RC also oversees financing instruments, normative work, strategic communication, and potentially security coordination and humanitarian response.

Responsibilities

Represents the UN at the highest state levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN Country Team in developing, monitoring, and implementing the UN Cooperation Framework. Coordinates UN system-wide support, identifying and mitigating risks to SDG achievement. Catalyzes and advocates for UNCT member agencies' work. Coordinates context and trend analysis, including Common Country Analysis. Promotes UN Charter values, human rights, and gender equality. Forges strategic partnerships with diverse national entities. Advances regional knowledge-sharing and collaboration. Leverages UN system expertise to improve shared results and address SDG gaps. Provides oversight of country financing instruments and pursues funding for joint UN efforts. Leads engagement on the UN's normative agenda and fosters an enabling environment for collaboration and knowledge sharing. Facilitates access to resources for innovation in financing and technology. Enhances strategic communication to promote the 2030 Agenda. Coordinates country-level security when appointed as Designated Official. Promotes staff learning and policy implementation, including PSEA and gender parity. Manages dual reporting systems and promotes UN common business operations. Leads and coordinates humanitarian response when necessary and integrates UNCT work with peacekeeping missions in conflict settings. Provides oversight to the Resident Coordinator's Office.

Work Experience

A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous RC experience, humanitarian program management, disaster/emergency response coordination, and strong political experience with senior government officials are desirable.
