Organizational Context

The UN Secretariat's Resident Coordinator System, established by General Assembly resolution 72/279, ensures coordinated UN development activities at the country level. The Resident Coordinator (RC) is the UN's highest-ranking representative, leading country teams to implement the Sustainable Development Cooperation Framework and the 2030 Agenda. The RC reports to the Secretary-General and the host government, focusing on sustainable development and poverty eradication.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking representative of the UN development system (UNDS) at the country level, reporting to the Secretary-General. The primary purpose is to lead UN country teams, ensuring accountability for the UN Sustainable Development Cooperation Framework and coordinating UN support for the 2030 Agenda. This involves representing the UN at the highest state levels, fostering engagement with diverse national and international partners, and advocating for the Sustainable Development Goals (SDGs). The role is crucial for aligning UN efforts with national priorities, mitigating risks, and promoting UN values, including human rights and gender equality, to achieve sustainable development and leave no one behind.

Responsibilities

The Resident Coordinator (RC) represents the UN at the highest levels, engaging with government, civil society, and partners to advance the 2030 Agenda and SDGs. The RC leads the UN country team in developing and implementing the UN Cooperation Framework, coordinating system-wide support, and mitigating risks. Key duties include advocating for UN agencies, contributing to analysis, promoting UN Charter values, forging strategic partnerships, and leveraging UN system expertise for national development needs. The RC oversees country financing instruments, pursues funding, and leads engagement on the UN's normative agenda. Additionally, the RC fosters collaboration, facilitates access to resources, enhances strategic communication, and, when appointed Designated Official, ensures country-level security coordination. The role also involves promoting staff learning, PSEA strategies, managing dual reporting systems, advancing common business operations, and coordinating humanitarian responses or integrating UN efforts in conflict settings.

Work Experience

A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience, management of humanitarian/emergency response, political acumen, experience with senior government officials, and security decision-making are desirable.
