Organizational Context

The Resident Coordinator (RC) system, established by the UN General Assembly, ensures the impartial coordination of UN development system entities at the country level. The RC, as the highest-ranking UN representative, leads UN Country Teams, ensuring accountability for the UN Sustainable Development Cooperation Framework and coordinating support for the 2030 Agenda. This role operates under the guidance of the Secretary-General and host governments, focusing on sustainable development and poverty eradication.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to coordinate operational development activities and ensure system-wide accountability for the UN Sustainable Development Cooperation Framework. The role is pivotal in aligning UN support with national needs and priorities to advance the 2030 Agenda and Sustainable Development Goals (SDGs). The RC represents the UN at the highest levels, fostering engagement with governments, civil society, and partners to address national challenges and advocate for SDG acceleration. This includes leading the development and implementation of the Cooperation Framework, coordinating UN system-wide support, and leveraging diverse UN assets to achieve collective results and impact, while upholding UN values and principles.

Responsibilities

The Resident Coordinator represents the UN at the highest state levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. They lead the UN Country Team (UNCT) in coordinating operational development activities, implementing the UN Sustainable Development Cooperation Framework, and ensuring system-wide accountability. Responsibilities include coordinating UN support, mitigating risks to SDG achievement, and advocating for UNCT member agencies. The RC oversees context analysis, promotes UN Charter values, human rights, and gender equality, and builds strategic partnerships. They leverage UN system expertise to address SDG gaps, align efforts with national priorities, and provide oversight for country financing instruments. Additionally, the RC leads engagement on the UN's normative agenda, fosters collaboration, facilitates access to resources, enhances strategic communication, and manages security coordination as the Designated Official. They also promote common business operations, coordinate humanitarian assistance when needed, and integrate UNCT work in conflict/post-conflict settings, while managing the Resident Coordinator's Office.

Work Experience

A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Experience as a Resident Coordinator, in humanitarian program management, disaster/emergency response, political acumen, engaging with senior officials, and security management is desirable.
