The Field Personnel Section (FPS) within the International Civil Aviation Organization (ICAO) manages recruitment and contract administration for experts in Capacity Development and Implementation Programmes. The FPS comprises the Field Personnel Administration Unit (FPA) and the Field Recruitment Unit (FRU). This Associate Field Recruitment Officer role sits within the FRU, reporting to the Field Recruitment Officer and supporting the Unit's objectives.
Job Purpose
The Associate Field Recruitment Officer provides essential technical and administrative support to the Field Recruitment Unit (FRU) within ICAO's Field Personnel Section. This role is crucial for maintaining and updating the recruitment roster, developing and refining job descriptions, shortlisting qualified candidates, and overseeing the e-recruitment workflow. By ensuring efficient and effective recruitment processes, the incumbent directly contributes to the successful implementation of Capacity Development and Implementation Programmes, aligning with ICAO's operational objectives and UN common system standards. The role facilitates the identification and selection of suitable experts for technical cooperation projects.
Responsibilities
Key responsibilities include preparing and advertising job descriptions, ensuring alignment with technical specifications and market demands, and liaising with HR for classification. The role involves maintaining and updating a functional roster of experts by reviewing applications, confirming candidate suitability, and managing database cleanliness and skill code accuracy. Additionally, the incumbent supports candidate selection by monitoring the e-recruitment system, pre-screening applications, conducting searches, contacting shortlisted candidates, and facilitating interviews and approval processes. The role also contributes to the development and review of recruitment systems and processes, and may assist the Field Recruitment Officer with supervision, reporting, and nomination letter preparation.
Work Experience
A minimum of two years of experience is required in supporting technical professional recruitment within an international environment. Essential experience includes contract management, policy interpretation, salary and entitlement administration, and proficiency with e-recruitment and HR information systems. Experience in the aviation industry or within the UN Common System is desirable.
