Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various entities including the Gang Suppression Force, UN Integrated Office in Haiti, Haitian National Police, and Haitian Armed Forces. It also offers technical assistance to the Organization of American States. This role coordinates logistics and operational services for UNSOH and BINUH, manages resource allocation, and oversees administrative transitions.
Job Purpose
This temporary role serves as the Chief of Operations and Resource Management within the United Nations Support Office in Haiti (UNSOH) for a three-month period. The incumbent is responsible for coordinating logistics and operational services to clients UNSOH and BINUH, ensuring the effective implementation of the mission mandate. Key functions include leading the transition of administrative services to a UN common platform, managing resource allocation (human, financial, physical), monitoring budgets, and ensuring appropriate financial controls. The role also involves fostering relationships with government authorities, the diplomatic community, and UN Country Team stakeholders, while establishing and monitoring management scorecard targets and ensuring an effective internal control framework.
Responsibilities
The Chief of Operations and Resource Management provides strategic leadership and oversight for financial, human, and physical resources. This includes establishing the support office as a service hub, engaging with stakeholders to ensure operational access and risk mitigation, and developing unified strategies for mission support functions. The role oversees Human Resources, Finance and Budget Management, Field Technology, Mission Support Centre, and Contingent Owned Equipment management. Responsibilities encompass developing and monitoring strategies and work plans, forecasting resource requirements, and liaising with UNHQ. Specific duties include overseeing strategic HR advisory services, managing HR processes, ensuring financial sustainability and sound financial management, delivering robust ICT services, and overseeing efficient logistic support planning. The role also involves leading special projects, monitoring client experience for continuous improvement, and driving modernization initiatives.
Work Experience
A minimum of fifteen years of progressive experience in at least three areas such as HR, finance, budget, performance management, technology, or logistics is required. Five years of experience managing operational and diverse teams in an international setting is necessary. Experience in volatile/post-conflict environments, implementing UN common system policies, and engaging in intergovernmental processes is also required.
