Job Purpose
The Associate Programme Management Officer will support the International Recovery Platform (IRP) Secretariat in Kobe, Japan, reporting to the Programme Management Officer. This role facilitates the development, implementation, and evaluation of IRP programmes and projects, acting as a liaison with the IRP Steering Committee and partners. The position involves engaging with regional offices to promote the 'Build Back Better' priority of the Sendai Framework, conducting research, and providing substantive support for policy coordination and evaluation. The officer will also contribute to knowledge products, support meetings and outreach activities, and assist with budget coordination, aiming to advance resilient recovery and 'build-back-better' practices globally.
Responsibilities
Facilitate the development, implementation, and evaluation of IRP programmes and projects, supporting the IRP secretariat function and liaising with the Steering Committee and partners. Monitor and analyze programme development, identify issues, and recommend corrective actions. Engage with regional offices to promote the 'Build Back Better' priority of the Sendai Framework, conducting research and analyzing data. Provide substantive support for policy coordination and evaluation, including reviewing emerging issues and trends. Assist in consulting assignments, workshops, and action plan development. Contribute to written outputs and knowledge products in English and Japanese. Provide administrative and substantive support for meetings and conferences. Undertake outreach activities, manage the IRP website, develop communication materials, and support training workshops. Participate in field missions for data collection and support. Coordinate activities related to budget funding and reporting.
Work Experience
A minimum of two years of progressive experience in project/programme management, resource mobilization, or stakeholder coordination is required. Experience in disaster risk reduction related to the Sendai Framework is mandatory. Experience with donors, the private sector, knowledge management, or international organizations is desirable.
