Organizational Context
The United Nations Office for Partnerships (UN Partnerships) serves as the UN system's gateway for connecting and co-creating partnerships to achieve the Sustainable Development Goals (SDGs). It proactively engages stakeholders and leverages initiatives to support the Decade of Action. The office oversees key programs including the SDG Advocates, UN Fund for International Partnerships (UNFIP), and UN Democracy Fund (UNDEF). This role supports all UN Partnerships initiatives.
Job Purpose
The Associate Finance and Budget Officer will support all initiatives within the United Nations Office for Partnerships (UN Partnerships), reporting to the Executive Director. This role is crucial in translating legislative mandates into programme budgets and managing financial resources effectively. The incumbent will review, analyze, and finalize medium-term plans and budget proposals, ensuring compliance with UN Financial Rules and Regulations. Responsibilities include preparing allotments, monitoring budget implementation, managing expenditures, and administering extra-budgetary resources. The role also involves preparing financial reports for donors and supporting intergovernmental bodies in budget reviews, contributing to the overall financial health and operational efficiency of UN Partnerships in its mission to foster global partnerships for sustainable development.
Responsibilities
The Associate Finance and Budget Officer is responsible for reviewing, analyzing, and finalizing the preparation of the medium-term plan and its revisions, ensuring legislative mandates are accurately translated into programme budgets. This includes providing advice on financial procedures and regulations to management and intergovernmental bodies. The role involves assisting in the finalization of cost estimates and budget proposals for staff and non-staff requirements, and analyzing programme budget/financial implications. In budget administration, the officer prepares allotments, monitors budget implementation and expenditures, and manages extra-budgetary resources, including reviewing agreements and cost plans. Responsibilities also include preparing financial reports for donors, assisting in budget performance submissions, analyzing variances, and supporting intergovernmental bodies. The officer must stay updated on relevant guidelines and policies, ensuring compliance with UN procedures.
Work Experience
A minimum of two years of progressively responsible experience in finance, administration, budget, or business administration is required. Experience in preparing audit reports, responding to auditor inquiries, engaging with inter-governmental bodies for donor reports, and drafting funding proposals is also required. Experience with implementing partner management modules is desirable. No experience is required for candidates who have passed specific UN examinations.
