Organizational Context
The Department of Management Strategy, Policy and Compliance (DMSPC) provides policy leadership across management areas, fostering a culture of learning and accountability. The Office of Human Resources (OHR) within DMSPC develops HR frameworks and strategies to support the UN Secretariat's global mandates. The Administrative Law Division (ALD) implements UN standards of conduct and handles disciplinary matters, while the Conduct and Discipline Service (CDS) specifically focuses on preventing and responding to misconduct, including sexual exploitation and abuse, across all UN personnel.
Job Purpose
The Chief of Service, Conduct and Discipline, is responsible for formulating and implementing the substantive work program of the Conduct and Discipline Service (CDS). This involves overseeing activities, coordinating work within the Administrative Law Division (ALD) and Office of Human Resources (OHR), and collaborating with other UN entities. The role requires leading, supervising, and advising the CDS team to strengthen the UN's collective response to personnel misconduct, with a particular focus on sexual exploitation and abuse (SEA) and sexual harassment (SH). The Chief will drive strategic and programmatic activities to promote accountability for misconduct across all UN personnel, including military, staff, and experts on mission, and ensure the implementation of relevant UN resolutions and proposals. This includes developing and implementing preventive programs, detection systems, and monitoring mechanisms to ensure compliance with UN standards of conduct.
Responsibilities
The Chief of Service, Conduct and Discipline, formulates and implements the CDS work program, overseeing its activities and ensuring timely execution. They lead, supervise, and advise the CDS team, providing input on organizational policies and strengthening the UN's response to misconduct, particularly SEA and SH. The role involves leading strategic initiatives to promote accountability for misconduct among military personnel, UN staff, and experts on mission, and implementing relevant UN proposals and resolutions. Responsibilities include coordinating the development and implementation of awareness-building and preventive programs, as well as systems for detecting, monitoring, and evaluating misconduct. The Chief manages Team Leads, oversees reporting to intergovernmental bodies, and ensures the high quality of CDS outputs. They also assist the Director in preparing the CDS work program, determining priorities, allocating resources, and undertaking programmatic/administrative tasks for ALD, including budget preparation and staff performance evaluation. Leveraging technology and AI for data-driven approaches is also key.
Work Experience
A minimum of 15 years of progressive professional experience in conduct and discipline, investigations, administrative/international law, or accountability frameworks is required. This includes at least 5 years in a senior international leadership role managing multidisciplinary teams and delivering program/policy outputs related to conduct or accountability. Experience managing misconduct frameworks (prevention and response), coordinating with diverse stakeholders, and using data/digital tools is also required. Experience in peacekeeping or conflict settings, and in digital transformation/AI solutions, is desirable.
