Organizational Context
This position is within the Strategic Planning, Programme Management, Evaluation and Change Service of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The incumbent reports to a Programme Management Officer, under the overall guidance of the Chief of Service, contributing to the organization's human rights monitoring and reporting efforts.
Job Purpose
The Associate Information Systems Officer plays a crucial role in supporting OHCHR's web-based Performance Monitoring System, which is vital for planning, monitoring, and reporting in line with results-based management principles. This role involves contributing to the system's design, development, and deployment, as well as analyzing modules, developing enhancements, and implementing new features. The officer will ensure system maintenance, operational support, and the deployment of updates and security patches. Additionally, the position contributes to project planning, resource allocation, risk management, and quality assurance for system deliverables, ensuring data security and integrity across integrated systems.
Responsibilities
Key responsibilities include participating in the preparation of user requirements and technical specifications for the Performance Monitoring System. The role involves assisting in the design, development, and deployment of the system and its modules, as well as analyzing existing modules to develop enhancements and new features. Rigorous testing of applications software is required. The officer will maintain the system, provide operational support, implement system changes and upgrades, monitor performance, and deploy patches and security updates. Responsibilities also extend to developing and maintaining project plans, schedules, and budgets, identifying resources, managing deviations, reporting on project status, monitoring risks, and ensuring quality assurance. Developing programs for system interfaces, contributing to disaster recovery plans, maintaining system documentation, and drafting training materials are also key duties. The role may involve assessing new technologies, performing ad hoc tasks, and providing guidance to junior staff, as well as analyzing data and using visualization for reporting.
Work Experience
A minimum of two years of progressive experience in planning, designing, developing, implementing, and maintaining computer information systems is required. Experience with Microsoft .NET technologies, C#, web technologies (HTML, JavaScript), and SQL Server is essential. Experience with development tools like Visual Studio and Azure DevOps, enterprise application frameworks, and implementing results-based management systems is desirable. Data analytics experience is also a plus.
