Organizational Context
The United Nations Office of Counter-Terrorism (UNOCT) provides leadership on counter-terrorism mandates, enhances coordination among 46 Task Force entities, strengthens capacity-building assistance to Member States, and improves visibility and resource mobilization for counter-terrorism efforts. This Associate Programme Management Officer role is situated within the Special Projects Section of UNOCT in New York, reporting to the Chief of Section or Senior Programme Management Officer.
Job Purpose
The Associate Programme Management Officer will support the coordination and implementation of projects focused on enhancing the counter-terrorism and violent extremism prevention capacities of Mozambique. This involves facilitating the development, implementation, and evaluation of the Fusion Cells Programme, monitoring project progress, and analyzing specific aspects of its development. The role requires assisting in the conceptualization, planning, and execution of global, regional, and national training activities, including capacity-building workshops. Additionally, the officer will support senior officials in coordinating UN-wide and external matters related to programme implementation, developing communication plans, and conducting research to inform policy and operations. The position contributes to strengthening interagency coordination mechanisms and ensuring effective project delivery.
Responsibilities
Facilitate the development, implementation, and evaluation of the Fusion Cells Programme, working closely with key clients. Monitor and analyze programme development and implementation, reviewing relevant documents and reports to identify issues and recommend corrective actions. Liaise with relevant parties and track follow-up actions. Assist in conceptualizing, planning, and implementing global, regional, and national counter-terrorism and terrorism prevention training activities and capacity-building workshops. Support senior officials with internal and external coordination matters related to programme monitoring, reporting, evaluation, and implementation. Aid in developing visibility and communication plans for counter-terrorism projects. Conduct basic research, collect, analyze, and present statistical data. Provide substantive support for policy coordination and evaluation functions, including analyzing emerging issues and trends. Assist in consulting assignments by facilitating workshops and developing action plans. Participate in survey initiatives, design data collection tools, and analyze responses. Contribute to written outputs such as background papers, analytical notes, and reports. Provide administrative and substantive support for meetings and conferences. Undertake outreach activities and participate in training workshops. Participate in field missions for data collection and support. Coordinate activities related to budget funding, project preparation, and reporting.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management or administration is required. Experience in planning and implementing counter-terrorism and terrorism prevention initiatives is also necessary. Experience in development and capacity building is desirable.
