Organizational Context
The United Nations Environment Programme (UNEP) hosts the CITES Secretariat, an international agreement to ensure international trade in wild animals and plants does not threaten their survival. Located in Geneva, the Secretariat is administered by UNEP. This role supports the implementation of CITES strategies and policies, focusing on enforcement and coordination within assigned regions.
Job Purpose
This Associate Crime Prevention Officer role supports the CITES Secretariat in coordinating and implementing programs and activities related to enforcement matters. The position involves liaising with national and international counterparts, building partnerships, and raising awareness to combat wildlife and forest crime. It contributes to the development, implementation, and evaluation of technical cooperation projects, providing essential support for program activities, reporting, and resource management. The role also assists in organizing outreach events, training, and field missions, and contributes to data analysis for informed decision-making and reporting on illegal trade.
Responsibilities
Provide substantive support for coordinating and implementing CITES enforcement programs and activities. Liaise with national and international counterparts, including wildlife enforcement networks and national agencies, to build strategic partnerships and foster collaboration. Contribute to the formulation, development, implementation, and evaluation of technical cooperation programs and projects. Offer technical and administrative support for program development, review, and submission of reports. Monitor budgets and expenditures, identify issues, and propose corrective actions. Assist in personnel recruitment by coordinating interviews and evaluating candidates. Provide administrative and substantive support for CITES meetings, conferences, and working groups. Undertake outreach activities, including organizing and coordinating workshops and training events. Participate in technical field missions, collect data, and prepare mission reports. Contribute to work plans, public information, resource mobilization, and program budgets. Analyze data, identify trends, and prepare reports using data visualization methods. Cooperate with other Secretariat units and perform other assigned duties.
Work Experience
Requires a minimum of two years of progressive experience in national law enforcement (customs or police), including investigation or prosecution. Experience in international law enforcement and intergovernmental cooperation is essential. Experience with programs combating wildlife crime is required. Desirable: Experience with CITES, ICCWC, or similar organizations, and one year of data analytics experience.
