Organizational Context
The Associate Benefits Officer position is situated within the Medical Insurance Section of the Financial Resources Management Service (FRMS), part of the Division of Administration at the United Nations Office at Geneva. This section is responsible for managing medical insurance operations, and the incumbent will report directly to the Chief of the Medical Insurance Section.
Job Purpose
The purpose of this role is to ensure the efficient and effective operation of medical insurance services within the UN Office at Geneva, contributing significantly to staff well-being and organizational compliance. The incumbent supervises the Administrative Unit, managing staff performance and resources to guarantee uninterrupted client and support services for all medical insurance operations. This involves providing direct assistance on various aspects, including membership, reimbursements, documentation, accounting, financial reporting, and the interpretation of relevant rules and procedures, while also addressing complex client queries. A key contribution is to identify and recommend process improvements in service delivery, act as a focal point for IT applications, and ensure accurate accounting and financial reporting. The officer also supports training initiatives, manages contractual services, and prepares communications, ultimately enhancing the quality of medical insurance provision and client satisfaction.
Responsibilities
The Associate Benefits Officer supervises the Administrative Unit, actively managing the performance of general service staff and planning resources to ensure continuous client and support services, as well as business continuity. The role involves providing direct services to clients and colleagues on all medical insurance operations, such as membership, reimbursements, documentation, accounting, financial reporting, and rule interpretation, while also assisting with complex queries. The incumbent compiles monthly statistics and reports, and in consultation with the supervisor, recommends process improvements for medical insurance services and support operations. Furthermore, the officer acts as a focal point for the operation and enhancement of IT applications used for medical insurance, including accounting and financial reporting support. Additional duties include preparing presentations and communications, following up on client satisfaction surveys, supporting the organization of training on medical insurance systems, assisting with the management of contractual services, and reviewing, approving, reconciling, and processing a range of transactions. The officer also helps ensure the completeness and accuracy of medical insurance accounting and financial reporting, maintaining internal controls and relevant records.
Work Experience
A minimum of two years of progressively responsible experience in administration, accounting, human resources, insurance, or a related field is required. Desirable experience includes at least one year with ERP systems (e.g., SAP), one year in the United Nations Common System or a similar international organization, one year in financial audit, and one year preparing or reviewing IPSAS financial reports.
