Organizational Context
The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, disability, and related benefits to over 90,000 beneficiaries and 130,000 participants across 25 member organizations. UNJSPF-Pension Administration (UNJSPF-PA) has approximately 278 staff across four duty stations. This role is based in New York and reports to the Chief Executive of Pension Administration.
Job Purpose
The Chief, Information Management Systems Service (IMSS) will lead the Service, serving as a key member of the executive team. This role is responsible for UNJSPF-PA's information systems and communications technologies, coordinating strategic initiatives like the CARE strategy and the multi-year ICT road map. The position involves driving business transformation, process optimization, and systems implementation to enhance the efficiency and effectiveness of the Fund. The Chief will also oversee the development of training plans for ICT staff, provide necessary tools for knowledge exchange, and ensure security is embedded in all IT solutions. This leadership position contributes directly to the strategic planning and operational success of the UNJSPF-PA.
Responsibilities
The Chief, IMSS will formulate and implement the Service's work program, overseeing timely execution of activities and coordinating work across IMSS, UNJSPF-PA, and member organizations. This includes providing technology leadership, developing solutions to improve productivity and quality, and supervising staff and consultants. The role involves managing projects focused on strategic goals, risk mitigation, and security, and leading change management for the ICT strategy. Responsibilities extend to participating in strategic planning, supervising information provision to stakeholders, and preparing reports for intergovernmental bodies. The Chief will also assist in work program preparation, resource allocation, budget management, staff performance evaluation, recruitment, and fostering teamwork and communication.
Work Experience
A minimum of 15 years of progressive experience in managing, planning, designing, implementing, and maintaining ICT systems and services in international environments is required. This includes 10 years of experience managing large professional teams. Experience with IT governance models (e.g., ISO/IEC 38500, COBIT) and IT service management frameworks (e.g., ITIL) is also required, along with experience in business process improvement and re-engineering.
