Organizational Context
The UN Resident Coordinator (RC) system, established by General Assembly resolution 72/279, is dedicated to coordinating the UN development system at the country level. The RC, as the highest-ranking UN representative, leads UN Country Teams, ensuring accountability for the UN Sustainable Development Cooperation Framework and coordinating support for the 2030 Agenda. This role reports to the Secretary-General and collaborates with host governments.
Job Purpose
The Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system (UNDS) at the country level, reporting directly to the Secretary-General. The primary purpose of this role is to lead UN Country Teams, ensuring system-wide accountability for the UN Sustainable Development Cooperation Framework and coordinating UN support for the country's implementation of the 2030 Agenda. The RC fosters engagement with government, civil society, and partners to address national needs and advance Sustainable Development Goals (SDGs). This involves advocating for UN values, promoting human rights and gender equality, and forging strategic partnerships to drive sustainable development and poverty eradication, guided by the UN Cooperation Framework and international standards.
Responsibilities
The Resident Coordinator represents the UN at the highest state levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. Key responsibilities include leading the UN Country Team in developing and implementing the UN Cooperation Framework, coordinating system-wide support, and mitigating risks to SDG achievement. The RC advocates for UN values, human rights, and gender equality, while forging strategic partnerships at national and sub-national levels. This role leverages UN system expertise to improve shared results, ensures alignment with national priorities, and provides oversight for country financing instruments. Additionally, the RC leads on normative agenda engagement, fosters collaboration and knowledge sharing, facilitates access to resources, enhances strategic communication, and manages security coordination when appointed as Designated Official. The RC also promotes common business operations, coordinates humanitarian assistance when necessary, and integrates UN work with peacekeeping missions in conflict settings, while managing the Resident Coordinator's Office.
Work Experience
A minimum of 15 years of substantive international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Experience as an RC, in security management (e.g., UN Designated Official), humanitarian coordination, or with senior government officials is desirable.
