Organizational Context
This role is situated within the Secretariat to the International Narcotics Control Board (SINCB), part of the Division for Treaty Affairs (DTA) at the United Nations Office on Drugs and Crime (UNODC) in Vienna. The Secretary of INCB and Chief of the INCB Secretariat reports to the INCB Board and the Director of DTA, overseeing the Board's mandates under international drug control treaties.
Job Purpose
The Secretary of INCB is responsible for supporting the Board's mandate execution under international drug control treaties. This involves implementing Board decisions, acting on its behalf between sessions, and conducting negotiations with governments. The role requires initiating diplomatic actions to promote national compliance, advising governments on treaty implementation, and evaluating their adherence. The Secretary also represents the Board in international forums, providing expertise on drug control issues and engaging in substantive discussions with government officials and other organizations. As Chief of the INCB Secretariat, they formulate and implement the substantive work program, manage its activities, and ensure timely delivery of outputs. This includes leading, supervising, and reviewing the work of the Secretariat staff, coordinating efforts within the UN system, and preparing reports for intergovernmental bodies.

Administrative tasks include budget preparation, performance reporting, staff evaluation, and recruitment, while also managing, developing, and training staff, fostering teamwork, and leading the organization of substantive meetings.
Work Experience
A minimum of fifteen years of progressively responsible professional experience in law, criminal justice, medicine, health sciences, or administration is required. Essential experience includes national and international drug control, strong leadership in managing teams and technical areas, and managing intergovernmental processes. Desirable experience includes liaising with Member States and expert bodies, and data analytics.
