Organizational Context
This role is within the Financial Risk Management Service (FRMS) of the UN Secretariat's Department of Management Strategy, Policy and Compliance. The Treasurer/Chief of Service reports to the Deputy Controller and Director of the Finance Division. FRMS manages cash, financial assets, intermediaries, and insurance, aiming to provide financial flexibility to achieve organizational objectives.
Job Purpose
The Treasurer/Chief of Service is responsible for developing and implementing comprehensive banking and investment policies, rules, and procedures to enhance the availability, security, and income of UN financial resources across all Secretariat entities, including missions. This includes managing global cash pooling, negotiating banking agreements, establishing operational exchange rates, and forecasting cash flows. The role involves developing investment strategies, managing custodian arrangements, and overseeing investment activities in compliance with UN financial regulations. Additionally, it facilitates contributions from Member States, builds strategic relationships with financial institutions, and leverages technology for cost-effective and secure payments. The position also oversees negotiations for financial agreements and anti-fraud mechanisms, leading a team to deliver quality treasury services.
Responsibilities
Develops and implements banking and investment policies, rules, and procedures to optimize UN financial resources globally. Negotiates and manages banking agreements, including global cash pooling, and co-chairs the Treasurers Working Group. Establishes and maintains relationships with commercial banks, central banks, and multilateral institutions for secure and cost-effective payments. Develops cash handling policies and procedures, establishes UN operational rates of exchange, and manages currency risks. Formulates investment strategies and policies for global funds, supervises investment activities, and ensures compliance with UN financial regulations. Develops procedures to facilitate Member State contributions and builds strategic relationships with financial institutions. Oversees the use of IT for payments, negotiates financial agreements, and implements anti-fraud mechanisms. Leads and motivates the treasury team, providing direction to various sections including Cashiers, Global Banking Services, Investments, Risk and Compliance, Health and Life Insurance, and Risk Management.
Work Experience
Requires a minimum of 15 years of progressive experience in treasury and finance, including investments, cash management, banking, payments, and foreign exchange in international markets. Also requires 10 years of experience in international financial operational management, supervision of investments, managing key stakeholder relations, and leading finance teams. Experience in accounting, budgeting, and using SWIFT and electronic trading platforms like Bloomberg is necessary.
