Organizational Context
The UN Secretariat, through the Resident Coordinator System, ensures coordination of UN development activities at the country level. The Resident Coordinator (RC) is the UN's highest-ranking representative, leading UN Country Teams and ensuring accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. The RC reports to the Secretary-General and the host government, focusing on sustainable development and poverty eradication.
Job Purpose
The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to implement the UN Sustainable Development Cooperation Framework and advance the 2030 Agenda. This role involves representing the UN, fostering partnerships with government, civil society, and the private sector, and coordinating UN system-wide support to address national needs and sustainable development challenges. The RC advocates for UN values, promotes human rights and gender equality, and ensures accountability for achieving SDGs, leaving no one behind. They also manage security coordination when appointed as Designated Official and oversee the Resident Coordinator's Office, ensuring effective UN operations and strategic communication.
Responsibilities
Represents the UN at the highest state levels, engaging with government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN Country Team in developing, monitoring, and implementing the UN Cooperation Framework. Coordinates system-wide UN support, identifying and mitigating risks to SDG achievement. Advocates for UN Charter values, human rights, and gender equality. Forges strategic partnerships with diverse national and sub-national entities. Leverages UN system expertise to improve shared results and ensure alignment with national priorities. Oversees country financing instruments and pursues funding for joint UN initiatives. Leads engagement on the UN's normative agenda and fosters collaboration for sustainable development solutions. Manages security coordination as Designated Official and promotes staff learning and PSEA strategies. Oversees matrixed reporting, promotes common business operations, and coordinates humanitarian responses when necessary. In conflict settings, integrates UNCT work with peacekeeping missions and manages the Resident Coordinator's Office.
Work Experience
Requires a minimum of 15 years of substantive international leadership experience, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Experience as an RC, a senior official responsible for security, or in humanitarian/emergency response coordination is desirable.
