The Economic and Social Commission for Asia and the Pacific (ESCAP) promotes sustainable and inclusive development and regional connectivity. As a UN regional development arm, it supports member states through research, analysis, and capacity-building. The Information and Communications Technology and Disaster Risk Reduction Division (IDD) aims to enhance ICT connectivity and disaster risk reduction capacities for sustainable development in the region. This role is within IDD, reporting to the Executive Secretary.
Job Purpose
This Director position within ESCAP's Information and Communications Technology and Disaster Risk Reduction Division (IDD) is crucial for advancing sustainable and inclusive development in the Asia-Pacific region. The role involves leading, formulating, and implementing the Division's work program, focusing on policy advice, ICT applications, space applications, and disaster risk reduction. The incumbent will support Member States in developing frameworks and policies related to ICT and disaster risk management, ensuring high-quality outputs and effective resource allocation. This leadership position contributes significantly to regional cooperation, capacity building, and the management of socioeconomic risks associated with disasters, aligning with ESCAP's mandate to address the evolving development needs of its member countries.
Responsibilities
The Director will lead and implement the Division's work program, including policy advice, ICT applications, space applications, and disaster risk reduction. Responsibilities include coordinating documentation for intergovernmental bodies, reporting on program performance, and supporting Member States in developing legal and regulatory frameworks for ICT and related services. The role involves ensuring the quality and compliance of all divisional outputs, planning and implementing the Division's work program, and managing its budget and resources. Additionally, the Director will lead the organization of meetings and seminars, represent the secretariat at various levels, foster partnerships with diverse stakeholders, oversee programmatic and administrative functions, manage staff selection and development, and promote teamwork and communication within the Division and across the organization.
Work Experience
A minimum of fifteen years of progressively responsible experience in relevant fields such as public administration, business management, or telecommunications is required. This includes experience in managerial and policy-making positions, leading policy analysis, technical cooperation, and capacity-building support in ICT and disaster risk reduction. Experience in strategic program management, budget preparation, and leading multidisciplinary teams is essential. Experience in the Asia-Pacific region and with UN programs is desirable.
