Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework, catalyzing global awareness and action. This Associate Programme Management Officer role is within the Regional Office for the Americas and the Caribbean in Panama, reporting to an Economic Affairs Officer.
Job Purpose
The Associate Programme Management Officer will provide substantive support for policy coordination and evaluation, conduct research, and analyze emerging issues and trends in disaster risk reduction. The role involves supporting the implementation and monitoring of assigned programmes and projects, offering guidance to national and local governments, and assisting partners in areas like resilient recovery and infrastructure. The officer will also support consultative meetings, undertake outreach activities, and contribute to training workshops. This position plays a key part in advancing the implementation of the Sendai Framework and promoting disaster risk reduction strategies within the region.
Responsibilities
The Associate Programme Management Officer will conduct research, collect, and analyze data on programmes and operations. They will provide substantive support for policy coordination and evaluation, including reviewing emerging issues and trends. The role involves assisting with consulting assignments, facilitating workshops, and developing action plans for change management. The officer will contribute to various written outputs such as background papers and reports, and support the implementation and monitoring of programmes and projects. Additionally, they will provide support to governments and partners on risk reduction, resilient recovery, and infrastructure, and assist with meetings and conferences. The role also includes undertaking outreach, developing training, and participating in field missions. Supervision of consultants, partnership building, and coordination of budget-related activities are also key responsibilities.
Work Experience
A minimum of two years of progressive experience in project or programme management within disaster risk reduction, climate change adaptation, or a related field is required. One year of work experience in the Latin American region is also necessary. Experience with subnational and local governments is desirable.
