Chief, Information Technology Service
Organizational Context
This position is within the Information Technology Service (ITS) of the Division for Management (DM) at the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC). The role reports to the Director, DM, and collaborates with various UN entities. The incumbent will lead the planning, implementation, and management of ICT systems for UNOV, UNODC, and other administered UN entities in Vienna.
Job Purpose
The Chief of Information Technology Service is responsible for leading, planning, formulating, implementing, and managing the substantive work program of ITS. This includes overseeing the management of ICT activities, ensuring cost-effective and timely execution of programmed activities in coordination with other UN organizations. The role involves determining IT priorities, providing technical leadership, and managing work units and staff to achieve organizational goals. Key responsibilities include efficient resource allocation, maintaining high-quality standards, and managing ICT contracts and assets. The position also entails planning and providing ICT services to UNODC and UNOV, including developing innovative IT solutions, overseeing major transformation projects, and ensuring robust end-user support and security risk assessments.
Responsibilities
Lead and manage the Information Technology Service (ITS) work program, ensuring timely and cost-effective execution of activities. Provide technical leadership on IT issues, manage work units and staff, allocate resources efficiently, and maintain high-quality standards. Plan and deliver ICT services for UNODC and UNOV, including developing innovative enterprise IT solutions and managing contracts and assets. Direct major transformation projects impacting operations, such as administrative functions and enterprise workflow systems. Provide leadership in complex systems analysis, design, and implementation, including feasibility assessments and cost estimations. Enhance ICT end-user services, including customer support and communication, and establish service level agreements. Oversee security risk assessments, business continuity, and disaster recovery planning. Coordinate reporting on IT program performance and prepare presentations for senior management. Manage administrative tasks, including budget formulation, reporting, procurement, and compliance with regulations. Oversee staff, foster teamwork, and manage performance. Represent the office in IT-related meetings and lead change management activities for the UN Secretariat's ICT strategy.
Work Experience
A minimum of fifteen years of progressive professional experience in IT operations, including planning, designing, implementing, and maintaining large-scale information systems. Requires senior management experience in leading IT teams, managing complex financial models, client relationships, business modeling, and portfolio management. Experience in IT strategic vision development, change management, enterprise architecture, and leading large transformation projects is essential. Experience within the UN System or similar international organizations is desirable.
