Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, ensures coherent humanitarian responses by bringing together actors and providing a framework for their contributions. OCHA's mission is to mobilize and coordinate effective humanitarian action, advocate for those in need, and promote preparedness and sustainable solutions. This role is within the Crisis Response Division in East Jerusalem.
Job Purpose
The Associate Humanitarian Affairs Officer supports humanitarian efforts in East Jerusalem by assisting in the design and preparation of assessments on humanitarian, disaster, and emergency relief issues. The role involves researching and analyzing information from diverse sources, contributing to written documents like background papers and policy guidelines, and maintaining resource information. The officer will respond to inquiries, assist in producing appeals for international assistance, and ensure proper use of donor funds. Additionally, the role supports the organization of meetings and workshops with partners, stays informed on current humanitarian affairs and relevant developments, and may participate in technical assistance missions, project formulation, and resource mobilization. The incumbent also acts as a Special Assistant to the Head and Deputy Head of Office.
Responsibilities
Assists in designing and preparing assessments on humanitarian, disaster, and emergency relief issues, including follow-up activities. Conducts research, analyzes, and presents information from various sources on assigned topics. Drafts sections for background papers, policy guidelines, and parliamentary documents. Develops and maintains reference materials on humanitarian topics and responds to internal and external information requests. Supports the production of international assistance appeals and monitors the use of donor contributions. Organizes meetings, seminars, and workshops with humanitarian partners, serving as a reporter. Stays updated on current humanitarian affairs, political, policy, and gender considerations. Participates in technical assistance and disaster assessment missions. Contributes to project formulation and resource mobilization. Acts as Special Assistant to the Head and Deputy Head of Office. Performs other duties as required.
Work Experience
A minimum of two years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or development is required, or successful completion of specific UN examinations. Experience working in a senior UN official's front office and in field-based emergency situations is mandatory. Experience negotiating humanitarian access and analyzing conflict trends is desirable.
Skills
Professionalism, including knowledge of humanitarian issues, analytical skills, research capabilities, and ability to work under pressure. Strong communication skills, both written and verbal. Effective planning and organizing abilities, including goal setting, prioritization, and time management.
