ASSOCIATE HUMAN RESOURCES OFFICER
Organizational Context
This position is within the Office of the High Commissioner for Human Rights, Programme Support and Management Services, Human Resources Management Section in Geneva. The Associate Human Resources Officer reports to a Human Resources Officer or Head of Unit, contributing to the effective functioning of HR services within the organization.
Job Purpose
The Associate Human Resources Officer provides essential advice and support to managers and staff on a wide range of human resources matters, ensuring compliance with policies and regulations. This role is critical in managing recruitment and placement processes, administering entitlements, and contributing to staff development initiatives. By coordinating vacancy management, reviewing applications, and preparing cases for appointment bodies, the incumbent facilitates efficient talent acquisition. Furthermore, the role involves advising on benefits, travel, and social security, as well as identifying and designing staff development programs to enhance organizational capacity and support career growth for personnel within the Office of the High Commissioner for Human Rights.
Responsibilities
The Associate Human Resources Officer provides comprehensive HR support, including advising managers and staff on HR-related matters and staying updated on HR developments. Key responsibilities encompass recruitment and placement, such as coordinating vacancies, preparing announcements, screening applications, and shortlisting candidates. The role involves reviewing selection recommendations, presenting cases to appointment and promotion bodies, and serving on examination boards. Additionally, the officer monitors HR administrative transactions, assists in administering competitive examinations and recruitment programs for various staff categories, and supports the recruitment of non-staff personnel. The position also includes organizing the UNHQ Internship Programme. Administration of entitlements involves advising on salary, benefits, travel, and social security, as well as interpreting and applying HR policies and rules. The role further supports staff development by identifying needs, designing programs, and providing orientation for new staff, and contributes to job classification analysis and guidance on related procedures.
Work Experience
A minimum of two years of progressive experience in human resources management or administration is required. At least one year of experience supporting the recruitment and administration of non-staff personnel (consultants, interns, etc.) is necessary. Experience providing HR advisory support to managers/clients in both HQ and field settings is also required. Data analysis and reporting experience is desirable.
Skills
Professionalism in HR policies and practices; ability to identify issues and formulate recommendations. Strong planning and organizing skills, including goal setting and resource allocation. Client orientation, focusing on building partnerships and meeting client needs. Proficiency in English is required; French is desirable.
