Organizational Context
The Finance Division, within the Department of Management Strategy, Policy and Compliance, oversees the Contributions and Cost Recovery Service. This service acts as the Secretariat for the Committee on Contributions, supports the General Assembly in negotiating assessment scales, and manages cost recovery policies and procedures. The Chief of Service leads this division, reporting to the Director and functionally to the Controller.
Job Purpose
The Chief of Service, Finance, is responsible for formulating and implementing the substantive work program of the Contributions and Cost Recovery Service. This includes managing UN Secretariat shared cost recovery funds for Regular Budget and Peacekeeping operations, and overseeing the Service's activities to ensure timely execution and coordination. The role involves leading and supervising staff, providing programmatic and substantive reviews, and offering guidance on cost recovery issues. The Chief represents the Controller on relevant working groups, approves cost recovery rates, and monitors fund activities for financial stability and policy compliance. Additionally, the position supports the Committee on Contributions, prepares reports for intergovernmental bodies, and liaises with Member States on assessed contributions.
Responsibilities
Formulate and implement the substantive work program for the Contributions and Cost Recovery Service. Manage UN Secretariat shared cost recovery funds for Regular Budget and Peacekeeping operations. Oversee service activities, ensuring timely execution and coordination within the UN system. Lead, supervise, and conduct the Service's work program, coordinating with internal units and external agencies. Provide programmatic/substantive reviews and guidance on cost recovery issues. Represent the Controller on UN Secretariat working groups and approve cost recovery rates. Monitor cost recovery fund activities, expenditures, and inflows for financial stability and policy adherence. Support the Committee on Contributions and prepare reports for intergovernmental bodies. Liaise with Member States on assessed contributions. Ensure high-quality outputs and compliance with mandates. Assist the Director with work program preparation, prioritization, and resource allocation. Oversee programmatic/administrative tasks, including budgeting and performance reporting. Recruit, manage, develop, and train staff, fostering teamwork and communication. Lead and supervise meetings and participate in international forums.
Work Experience
A minimum of 15 years of progressive experience in financial management or budget is required. This includes at least 5 years managing organization-wide cost recovery policies and practices. Experience servicing the Committee on Contributions or a similar financial committee, and managing assessed contribution collections with Member States, is also required. International finance team management and experience with intergovernmental reviews are desirable.
