Organizational Context
This position is within the Contribution Section of the Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The section serves as the Secretariat to the Committee on Contributions, supporting negotiations on the scale of assessments and ensuring timely issuance of assessments. The Associate Finance & Budget Officer reports to the Chief of Service.
Job Purpose
The Associate Finance & Budget Officer plays a crucial role in supporting the Committee on Contributions and the General Assembly by providing analysis and finalization of the programme plan and its revisions, ensuring legislative mandates are translated into budgets. The role involves preparing and reviewing cost estimates, budget proposals, and financial implications for various bodies, including the Security Council. Additionally, the officer administers and monitors budget implementation, extra-budgetary resources, and cost recovery processes, ensuring compliance with UN Financial Regulations and Rules. This position contributes to effective financial planning, resource allocation, and reporting within the UN Secretariat.
Responsibilities
The Associate Finance & Budget Officer is responsible for reviewing, analyzing, and finalizing the programme plan and its revisions, providing advice to intergovernmental bodies, and ensuring legislative mandates are reflected in programme budgets. Key duties include preparing and reviewing cost estimates for staff and non-staff requirements, analyzing financial implications for Security Council statements, and assisting managers with budget submissions. The role involves administering and monitoring budget implementation, including cost plans, allocations, and extra-budgetary resources, ensuring expenditures are within authorized levels and compliant with regulations. Furthermore, the officer monitors cost recovery processes, assists in preparing reports for committees, advises on fund availability, and ensures accurate accounting, reporting, and internal controls. This includes interpreting financial regulations, analyzing transactions, and contributing to the development of accounting policies and responses to audit findings.
Work Experience
A minimum of two years of progressively responsible experience in accounting, finance, administration, budget, or business administration is required. Candidates who have passed the UN Young Professionals Programme Examination (YPP) or the G to P Examination (G to P) require no experience. Experience with revenue-generating activities is desirable.
