Regional Ethics and Integrity Officer

This role is within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), specifically the Ethics and Conduct Unit (ECO), which strengthens IOM's culture of integrity.
Job Purpose
The Regional Ethics and Integrity Officer serves as the primary focal point for ethical issues within a specific region, reporting directly to the Chief of ECO. This role is crucial for strengthening IOM's culture of integrity through policy guidance, advisory work, training, and support to all personnel on ethical matters and IOM's Standards of Conduct. The position involves providing impartial policy guidance, conducting training and outreach, promoting a speak-up culture, protecting personnel against retaliation, and managing an annual conflict of interest disclosure program. The officer will also have some organization-wide ethics responsibilities, contributing to the consistent application of ethical standards across the region and supporting broader ECO initiatives.
Responsibilities
The Regional Ethics and Integrity Officer will coordinate ethics-related matters for the Regional Office and Country Missions, acting as a liaison with HQ. They will provide technical guidance on ethics, conduct, conflicts of interest, and protection against retaliation, interpreting and applying IOM’s Standards of Conduct. The role involves identifying and analyzing regional ethics trends and risks, developing outreach materials, and preparing an annual regional ethics workplan. A key duty is implementing a regional ethics capacity-building strategy through training and webinars. The officer will contribute to updating ethics guidelines and reports, support ECO’s Knowledge Management tools, and collaborate with PSEAH initiatives for coordinated program delivery. Other relevant duties as assigned will also be performed.
Work Experience
Experience is required in ethics, law, compliance/oversight, or dispute resolution, preferably within an international organization. This includes experience providing ethical guidance, managing conflict of interest programs, and offering protection against retaliation. Experience in delivering training, outreach, and capacity building is also necessary. Handling sensitive and confidential matters, including misconduct allegations, and managing a heavy workload are essential. Field experience, especially within IOM, is a distinct advantage.
Skills
